I see that there is an Inquiry tool for minimum distance between two lines but I can't find anything about the maximum distance. The lines are not parcel lines they are only line segments. For instance, I have a new ROW line that starts at point and changes direction at point and changes direction at and so on. What I would like to do is make a table with these bearings and distances referencing the point numbers.

If not promted for the command to start it, you can find it easily enough by looking at the lisp code with a text editor like Notepadlook for "defun c:xxx ", the "xxx" whatever it is is what you type. Still need to start it with a certain command. It may include a prompt at that time to tell you what to type to start it running.
